Planning Background

Outline consent for the development of The Asps was granted at appeal by the Secretary of State on 14 January 2016. The consent permitted the erection of up to 900 dwellings, a primary school, a local centre, a Park and Ride facility for up to 500 spaces, together with associated infrastructure, landscaping and open space. All matters were reserved except for access.

Following the grant of outline permission reserved matters approval has been given for:

  • Phase 1 of the development, comprising 476 dwellings (approved in July 2022 through two Reserved Matters applications (W/21/0955 for Taylor Wimpey and W/21/0930 for Bloor Homes).
  • Phase 2 Reserved Matters for 424 dwellings (approved in January 2025, across two consents, bringing the total number of new homes at The Asps to 900 as originally planned.
  • Park and Ride facility, to provide 500 parking spaces (including 50 electric vehicles charging spaces), motorcycle parking, 116 cycle spaces, and four bus stands, alongside a high-quality bus shelter and facilities for passengers (approved in April 2025)

Works to phase 1 is well underway with some of the new homes already in occupation.

The Asps site is allocated within the Warwick District Local Plan (2011-2029) (policy H46b) to deliver 900 dwellings with a Park and Ride facility, neighbourhood police office, primary school, local centre and community facilities. Policy DS11 allocates additional sites within the strategic urban extension to the south of Warwick and Leamington Spa which includes The Asps which cumulatively will deliver 4,345 dwellings.

The council does not currently have enough land allocated or under construction for their 5 year projected housing need, as required by national policy. This means that additional sustainable development is presumed to be supported.

Warwick District Council and Stratford-on-Avon District Councils are working on a joint local plan – the South Warwickshire Local Plan. The Preferred Options (March 2025) sets out options for the broad locations for new residential development and has proposed 24 Strategic Growth Locations. The Asps is within close proximity to SG09 – South of Europa Way and SG10 Bishops Tachbrook, which is an excellent indication of the sustainability credentials of the site.
